Idy County Park: trespassing, fire risks

Members of the Pine Crest – Riverside County Playground Neighborhood Watch program met on June 11, 2017 to discuss an increase in trespassing into Idyllwild County Park by individuals who are not campers or nearby residents, but instead are using the Park for illegal encampments in the nearby wooded areas (not in formal campsites), and the restrooms. These activities create risks of fire hazards at these encampments, and several local residents have reported negative, potentially hostile interactions with some of these individuals.

This letter was sent to Scott Bangle, the General Manager at the Riverside County Parks Headquarters- it was signed by numerous local residents. Also below is the response from Scott Bangle.

Excessive speeds along Lower Pine Crest

For many years, there have been ongoing problems with excessive speed along Lower Pine Crest, especially on the section between Highway 243 and Riverside County Road. (All of Lower Pine Crest is now well-signed at 25 mph, with high visibility signage warning of pedestrians.) This creates significant risk to residents, and pedestrians who must walk along the street, as well as resident pets and other wild animals. Many local residents have observed that some of the most repeated offenders tend to be residents of Idyllwild (and often this same neighborhood).

Here is a timeline of events that have occurred related to efforts to respond to this problem:

  • August 2010: A ‘Traffic Control Device’ request form was submitted to Riverside County Transportation & Traffic Engineering Division’. This request described the problem of excessive speed, inadequate signage, and requests for other traffic control measures. A traffic engineer did make an assessment of the situation, and several changes were made, including installing new ’25 mph’ signs and a high visibility pedestrian warning sign.
  • July 2012: Problems with excessive speed continued. Another Traffic Control Device Request Form was submitted to Riverside County Transportation Department, again requesting improved signage (i.e. ‘Slow’, ‘Residential Zone’, etc.), or some other appropriate traffic control strategy. Riverside County replied in October 2012 stating they had made some adjustments to existing signage, and did not feel any additional changes were necessary. A driver feedback radar trailer was placed on the upper end of Lower Pine Crest for about two weeks- during this time, the problem with excessive speed seemed to decrease, however very shortly after it was removed the problem continued.
  • August 2018: A third Traffic Control Device Request Form was submitted to Riverside County Transportation Department, noting that the problem with excessive speeds has continued and increased, and requested some form of increased traffic control. Photographic documentation of the hazards was included with this Request. A phone call from Riv Co Trans Dept stated that they planned to install speed measuring equipment in this area to further assess the problem. (This equipment was placed about half way between Highway 243 and Riv Co Play Road, and was there for less than 48 hours.) During that phone call, the Traffic Engineer stated they would review this information and follow up. No phone or written communication was received following that phone call.
  • In addition to the August 2018 Traffic Control Device Request Form that was sent to Riverside County, a letter was sent to Supervisor Chuck Washington detailing this problem, and asking for his assistance. This letter was signed by numerous residents along Lower Pine Crest (between Hwy 243 & Riv Co Play Rd).

2020: The problem with excessive speed continues, and the risk of death, injury or damage has increased due to the combined influences of population increases in the Idyllwild area, increased residential populations along Lower Pine Crest, and increased pedestrian visitors, especially at the nearby Idyllwild County Park and vacation rentals. Improved traffic control remains much in need in this area.

You may have read an article in the recent online Town Crier about
excessive vehicle speeds along Tollgate Road, North & South Circle, and
Saunders Meadow Road. These conditions were related to Supervisor Chuck
Washington’s office, who will be contacting Riverside County
Transportation Dept. to do a traffic study along those streets to
determine traffic control measures.

Lower Pine Crest (between Hwy 243 & Riv Co Play Road) has long been
dealing with excessive speed problems- Riverside County Transportation
Dept. was contacted in 2012 and 2018 calling out this problem, and
asking for traffic control improvements. A detailed historic account can

Hopefully this renewed effort will bring better results than have
occurred in year’s past.

On a related note, just a reminder that a new website for our
Neighborhood Watch program is fully active- it was created to serve as
an easier way for residents to become involved, a way to better
understand the Notification System that is in use, and as a historical
repository of information about issues around our neighborhood. The
excessive vehicle speed issue is a very good example of one of the
values of this website- it allows a centralized location where
background information can be found that can be easily provided to
governmental agencies. (This background was recently provided to Chuck
Washington’s office via link to our website.)

The website did have some start up cost associated with the basic
structure- these costs were generously provided by Dawn Papaila. A

Hi All,
I recall that Chuck Washington offered a sign that would measure the speed of traffic as it passed – similar to Anza’s 45 mph signs. We were interested but unsure where to place it (blinking light might be annoying).
The rate of speed off the highway on to County Park Rd and into the park gets really crazy too.

In the discussions with the Riv Co traffic engineer in fall of 2018, the installation of a ‘driver feedback sign’ was considered (signs that measure and warn of driver speeds)- the traffic engineer said that there are difficulties with power sources for these signs in the Idyllwild area. Some models operate on solar panels, which can be problematic during winter months (but obviously ideal under current conditions!). The engineer I spoke with at that time said he would be looking into these options- unfortunately, no follow up was ever received.

Indeed, Riv Co Play Rd can see excessive speeds- there was a very good example of this several years ago where a fast moving car (coming from the highway headed to County Park) lost control at the intersection of Pine Crest, crashing into the carport of a home near the corner, significantly damaging the classic car located there. This incident occurred about 1:30 am on a Saturday evening (as I recall), and alcohol was involved with the driver and passengers. One passenger suffered a fractured back…another one actually had their ear torn off (seriously).

Idy County Park, illegal campfire, 9-25-17

Neighbors,
Charley Burke was walking through the park on Saturday evening, September 23rd, 2017, and noticed a bonfire burning in the dry waterfall that rises above the bridge where the road crosses Lilly Creek. 
He alerted the rangers in the kiosk. They reported that the people who were sitting around that fire ran away. The campground rangers put the fire out and filed a report. 
On Sunday morning, Diane, Charley and I climbed up to the site of the fire and took the attached pictures. We found beer cans and a lime so clearly this was a party that we think was attended by locals rather than campground visitors from out of town. Joe went up and cleaned up the site on Sunday afternoon.

I was sitting on my front porch at 10:58 pm and heard foot steps coming twords the park.  Two people entered the park in the shadows heading to the restrooms.  23:09 hours I called the non emergency number for the sheriff’s number, and explained to the dispatch officer that there is someone trespassing on our property.  I didn’t want to wake Jim Robinson up in case there was any trouble.  At23:22 hours I called back to let the dispatcher know that one of the homeless people uses drugs by needle.  I was also concerned that we have 60 children staying in our park with instructor’s.  I wasn’t sure if the homeless couple where gonna pass through the rest of the park, that’s why I called back to let dispatch know the kids or instructors would use the restroom up front.  I waited on my porch for the officer to arrive.  But one of the homeless people carrying a white trash bag appeared in the darkness.  I told him he is trespassing, and I asked him his name. He told me his name is Kris Nemi and I asked him what he was doing here after hours.  Kris said he was dumpster diving.  I told him it was not allowed and he was trespassing on the parks property.  Kris said he was sorry, and he said he won’t do it again.
A Deputy Graham from the Riverside’s County Sheriff’s Department showed up at 11:25 p.m., and told me he just passed Kris up the street, and he also told the Deputy Graham he was dumpster diving.  He also told me that Kris’s girlfriend went through the park to go on Highway 243 where they where staying.  Deputy Graham said he was gonna try to catch up to her and let her know not to trespass here any more.  The Deputy said if I have any more problems to feel free to call them back again.  No further statement.

Just a heads up. Idyllwild Pines was vandalized last night.  Someone(s)  spray painted all around the camp.  

We made a police report this morning. We will be talking to both hardware stores and Napa to see about any recently bought spray paint. we have also posted in Fb groups- crimewatch, chatter and community.

Wow…that’s an incredibly damaging and offensive amount of damage. Given the generosity that Idyllwild Pines has historically provided to the community in the way of access, dog park, skate park, pickleball, that is truly tragic and sad. Very sorry to see this.

I have done some graffiti removal from several areas in the Idyllwild mountain areas using a product called ‘Lift Off’ (see attached image). It still takes some elbow grease to remove, but starting the removal process as soon as possible will likely make removal easier.

Please follow up with whatever might follow from this incident.

Bobbie reported that today (Tuesday, Feb 6, 2018) the Idyllwild Campground appeared to have no employees present. While she was walking through, an SUV came barreling through and then drove down the Perimeter Trail towards Idyllwild Pines. It promptly drove out and left the park at high speed. 
She reported this to Dan Papaila who is currently walking through to see if there was damage or evidence of other wrong-doing.

I spoke with Bobbie and Dan while he was walking through the park. We very much appreciate letting us know. I was the only staff on the mountain today and got back up here as soon as I heard.

Just wanted to follow up and say we got in touch but the car was long gone. It drove down the perimeter trail along the meadow and turned around just past the power pole. No damage fortunately. I will hang out a short while longer to make sure nothing else happens and will be back here tomorrow. Bobbie said the car didn’t look familiar but I will prepare a report and share with our other staff and keep our eyes open. 

Please continue to let us know when strange things like this come up! The communication is greatly appreciated and helps out a ton.

Hi Joe:
I did look at our cameras, but they are positioned in a way that does not cover the entire road–mostly our front and side yards.  Wasn’t sure exactly how a vehicle went “down the trail.”  Our side camera pretty much cuts off at the edge of Bobbi’s driveway.  Doesn’t appear that we captured anything.

OK, I take that back–this happens so quickly on the camera and we’re trying to figure out how to get a screen shot.  At 3:09 what appears to be an white Toyota four runner SUV is in fact driving down the perimeter trail headed for Idyllwild Pines, doesn’t appear to be going too fast, and of course it’s a blurry picture.  Doubt that helps, but that’s what’s on camera–I didn’t even think a vehicle could fit on that trail!

Hi All:  Here’s the link to a clip from my security camera.  Shows the vehicle turning into our driveway (the access driveway to Bobbi’s place) and then jumping on the trail.  Can see it’s a Toyota 4-runner, but I don’t think any license plate info would be visible because of the glare.  Can’t imagine this guy got very far on that trail–I walk it all the time and it is certainly not vehicle friendly!

Snowplay issues, March 2018

Hello, neighbors-

I recently received an email from Barry Zander, who manages the Scenic Drive Neighborhood Watch program- he wanted to keep me in the loop about a donation of $100 that their Neighborhood Watch program had made to the Idyllwild Snow Group (coordinated by Marsha Kennedy). Like many other Idyllwild locals, the residents of the Scenic Drive area have had problems with parking and trespassing on private property, especially on snowy weekends- they have the same concerns of injury liability that many of us have on our properties.

The residents of the Scenic Drive area were unanimous in making that donation, which led me to consider whether there might be similar interest in our neighborhood as well. To be sure, the snowfall thusfar has been extremely low this year, but the winter isn’t over yet, and the potential for the remainder of the winter and the coming years is very high.

Many of you may have noted that one of the areas where many visitors are being diverted for snowplay is Idyllwild County Park (the Park had a sign along Hwy 243 directing people there during last weekend’s ‘storm’). Personally, while County Park seems like a relatively logical place to direct visitors, it also raises great concerns for me about traffic in the neighborhood, illegal parking near homes, abusive uses of the Park (trash, noise, illegal fires), especially since these problems have been increasing at County Park recently, throughout the year.

What are your thoughts about this? Is there interest to support the Idyllwild Snow Group with some kind of donation?

Hi John,
What would the money be used for? What is the benefit to our Neighborhood Watch group?
I think I’d rather support the Campground and that is why Dan and I joined the Friends. As discussed, we’re trying to renegotiate the deal and I think the benefit is that we retain ongoing Transit access through the park in exchange for some volunteer work to help maintain a beautiful neighborhood asset. 
I don’t see how donating money to the Snow Group is helpful especially since they’re diverting traffic down my way. 🙂
But if the case can be made, I’m all-in.

County Park is now charging $10 per adult and $5 per child for snow play in the park. Consequently, on Sunday morning, a bunch of people who didn’t want to pay that, began sledding down the ice on county park road into the mountain doke of the street. I went out and told them it wasn’t ok. Thankfully, they left. I also wrote a letter to the county parks about it. If they really want people off the roads and playing in the park, they need to go back to day use fee and I think, limiting the number of people in the park.

Hi John and Dawn – I believe that the sign “inviting” tourists for snowplay to County Park will deter more visitors than increase them. With the high pricetag advertised on the highway, less people will even turn down the street to explore the option.Mallory

I’ve received some word back from Marsha Kennedy about where donations to the Idyllwild Snow Group might be directed- here is what she specified:

Examples of our costs are: Web Site $40, Boosting Facebook’s Idyllwild Snow page for larger distribution $50, post cards $26.39 , village map $15.07, three snow-play area maps  $15.07 . Visitor handouts will be approximately $146. Our yard signs were sold at cost, so no expense was involved. Our refrigerator magnets which we handed our for free, were $116, and we had a $50 donation which went toward that.

They will be relying on Riverside County to create and install any kind of signage.

My personal feeling is that while the efforts of the Idyllwild Snow Group may provide some benefit to the community as a whole, it doesn’t sound like the current efforts will target the Pine Crest – Riverside Co. Play. Rd area in particular. Therefore, it seems best to allow individuals who support this effort to contribute to them individually and directly- here is their contact information, for those who are interested:

Regarding the role of County Park in mitigating or increasing snowplay problems in our neighborhood, the high cost they are charging may very well turn people away from the Park, but they won’t turn around and go home, either- they are going to look for the next closest opportunity for (no-cost) snowplay, which may very well be our neighborhood adjacent to the Park. Perhaps the greatest benefit of those high fees will be long-term- as people come to learn that Idyllwild just doesn’t have great snowplay options and facilities, they may start to gravitate to areas like Big Bear.

Of course, if the ‘winter’ keeps going like it is, this shouldn’t be any kind of problem at all!

I spoke with Anthony Miller on Friday. He called me right away after receiving my email regarding the sledding down County park Rd. over the weekend.He said the snow play fees they’re charging have been charged for the last 3 years (including this year), the signage is new. He said the experience over the past 2 years has been that the majority of people are paying it. He said Big Bear charges and that people will hopefully come to realize this is the way it is. He does want to be kept abreast of things like the sledding incident to keep evaluating what is best for the mountain. My feeling was that charging that much in fees will send people to streets and yards instead of paying. So, I guess we’ll just have to see.

This evening, Max (my dog, leashed) and I were on our regular walk along the Hillside Trail, and headed towards the main campground road. As we approached, across the road was a grey van in a campsite- I heard someone say ‘Come here’, and then a medium-large sized, unleashed dog came bolting towards us, at full speed.

I pulled Max’s leash to bring him behind me, and stepped in front of the dog, who went around me and knocked Max over, in full attack mode. I grabbed the dog by the skin, and he received a full airborne body slam. The dog was dazed for a second, then ran back towards the van. I had a very impassioned, angry interaction with the man, who said things like ‘he’s never done this before’. In understandably heated tones, I repeated that it is park policy & common courtesy to keep your dog on a leash. Max is ok…the dog definitely got into his back, but didn’t break skin…in fact, I got the worst of it with a bloodied finger, probably from the interaction with the dog.

I have experienced numerous near-misses with unleashed dogs over the years in County Park- though it’s a well-communicated Park policy, dogs are often (usually?) seen wandering the area and the trails unleashed. Two days ago with Max, I encountered two young men and their unleashed Pit Bull along the Hillside Trail. There have been numerous incidents where an unleashed dog aggressively approached/accosted Max & I in the Park.

I don’t think this is a failure of the Park management, as the leashing policy is as well-communicated here as it is in any other public park or campground. As usual, it is not the dog at fault, but the management of the owner, which is all-too-common in County Park (and elsewhere). I offer this incident report as a heads-up to other residents in the area who walk their dogs in & around the Park.

I have encountered this as well. I actually emailed Anthony at the county parks about a year ago to have the rangers enforce this when they are around (because they weren’t). There were times a ranger would be right there with locals or visitors with their dogs off leash, and they would say nothing. Obviously a dangerous situation.

I used carry a small high-power spray (I think it was citrus–not a pepper spray that can blow back on you and cause you as much harm as the attacker) after we were attacked by a rottweiler in our neighborhood down the hill.  Clips on your belt.  Sold at most pet stores.  Probably a good idea to get some for when I’m in Idy–never know what might come out of those woods!  Glad this ended about as well as it could have though!

Today around 1 pm, I was sitting on the front porch eating lunch, with Max at my side. A young couple walked down the street, with their unleashed dog wandering the street. The dog spied Max, and crouched down, ears back, in ‘hunting’ mode.
The couple was now nearly in front of the house, and I approached them (at which point, their dog backed off). From the side of the street, I asked them if they would mind putting their dog on a leash, to which the young man said ‘yes, I would mind’. The dialogue escalated (deteriorated, more accurately) from there. The fact that Max trotted out to the street, unleashed, to see what the commotion was about, was not helpful.
They continued down Pine Crest, and I followed them, wondering where they lived- they were not familiar faces along this street. We wound up in ‘conversation’ again, just outside the gates of Idyllwild Pines.
Yesterday’s event still very fresh, the ensuing dialogue was not one of my shining, proud moments of articulate conflict resolution. Still, some of the principles that each of feel strongly about regarding this issue came forward- for them, they do not feel that their dog is a threat to anything ( they didn’t witness their dog’s stance as he spotted Max), they believe they have every right to allow their dog to wander freely on a public street, and that this is entirely appropriate in the mountain wilderness.
In impassioned, sometimes expletive-laced tones, I expressed my view that allowing dogs to wander freely puts their own dog and other people’s animals at risk, and that they are in a residential area, not ‘wilderness’, and that they have a responsibility to their dog and community to manage him appropriately.
As you might imagine, this ‘conversation’ did not progress productively, although I did wish them a good day as I left.
The issue of dog management is present anywhere you go, not just in Idyllwild. While dog-related issues seem to be on the rise here, they have been around for a long time- the increased visitor traffic, and communication amongst residents is simply magnifying the issue. I’m not at all certain what the best approach should be to mitigating this, though I do believe that giving timely, direct feedback when something is observed plays an important role.
If anyone knows the young couple in the attached photo, please let them know that I regret my tone and language, but stand firmly behind the underlying principles.

That dog is always off leash, no collar or tags. They are often in front of Village mkt with the dog off leash, right near the highway. Legally there IS a leash law in California. Period.

I’ve learned that the couple seen yesterday walking down Pine Crest with their unleashed dog are local residents (see attached image). The young woman’s name is ‘B’, and the young man is named ‘M’s (edited names). The unleashed dog is named Stevie Nicks.

I did have a more rational discussion with B today at Higher Grounds, acknowledging that while the tone may have been regrettable, the underlying message is very firm: leashing dogs in public areas is simple common courtesy, in the best interest of the dog and other people’s property, and not doing so is in violation of both County and State leashing laws.

My sense is that she is still very much in opposition to the whole concept, and there may very well be an escalation of some sort related to this. We’ll just have to see how it plays out.

Hi all,
John, it seems like the experience in the park with the aggressive dog gave you a real scare- and for good reason! Mark and i were talking about the altercation you had with M and his girlfriend as well as the subsequent assumptions about them on this list. 
We have known M for ten years now. He may look “homeless” or “wandering around” but he is far from it. He is a sweet, smart young man who holds a regular job in town. He also composes and plays music. He was a foreign exchange student in Switzerland a couple of years ago. He has always been kind and respectful in our experience of him. 
We have seen M and his girlfriend numerous times in town with their dog who is never on leash and we have never seen the dog act aggressively in any way. We’re not saying this means they shouldn’t have the dog on a leash. But we are wondering if you might have misread the dog’s  behavior when you assumed it had gone into attack mode. 
John, you contribute much to the neighborhood trying to make it safer. You’ve also done great work on maintaining the trails. Mark and I are appreciative of your efforts.  
Again we can see why you’d have such a strong reaction after you and your dog were bitten by the dog in the park. But we have to think that the manner in which you addressed this young couple made a difference in terms of the ensuing dialog. No one wants to be yelled at, and we suspect you gave them a bit of a scare too. 
We hope that this situation does not escalate and that the parties involved will find a neighborly way to resolve this.

In fact, Stevie (their dog) very clearly moved down into a crouching, predatory stance at the moment she spotted on Max on the porch- this was inarguable, no matter what recent events may have been. Neither B or M especially noticed it because Stevie was wandering around the street while the two of them talked together.

As always, it takes two people to create any kind of human dynamic, and M’s immediate reaction when I approached with a rational request if he would mind leashing his dog was a snarky and defiant ‘Yes, I do mind.’ The combination of their obstinancy and my communication ‘style’ escalated this event together.

This said, it should also be inarguable that there were far more effective ways for all people who were involved in that situation to have resolved it productively. And this is absolutely my first and primary wish for our Neighborhood Watch program.

However one feels about whether dogs should be allowed to roam, the bottom line is that there are clear leash laws in both Riverside County and the State that require leashing in any public place. I’m personally not keen on the fact that such regulations are necessary, but the very demonstrated reality of regular, increasing problems with unleashed dogs anywhere one goes makes me sadly agree they need to exist. The earlier years of my own dog ownership in this area certainly included leashless romps around County Park- the cumulative affects of personal experience with other people’s dogs, along with the dramatic increase in use of this area, has evolved a differing view.

More importantly than the laws, the safety and well being of the animal, other people’s animals, private property, and individual safety are the real priorities here. Stevie has been seen regularly roaming along the highways- her own safety is at risk due to an erratic driver (of which we know are too common these days), or if she is suddenly attracted by an animal, or spooked by a loud noise, into traffic. If another off-leashed dog is encountered (also too common these days), B has little chance of protecting Stevie without direct control. Walking dogs off leash on our local trails, where rattlesnakes are common, creates a much greater risk to the dog if there is no direct control over them (as has also occurred in recent years). Much as we all love our dogs and believe them to be exceptional, well-minded animals, there are many in society that don’t care for dogs under any circumstance, and do not want to be approached by them. (I’m using Stevie here only as an immediate example, given recent circumstances.)

Personally, I think it’s simply a matter of being respectful of the well-being of animals, other humans, and just plain being a good community member. I’m quite interested in the views of others in this regard.

Hi John:
This is exactly why people (i.e. me) hesitate to “remind” others to leash their dog (or pick up their poop).  It’s not as if they “forget” to leash their dog (or pick up their poop)–they just don’t feel the rules apply to them.  When someone asks even nicely to please leash up a dog (or pick up their poop), the offenders typically get defensive at best, downright nasty at worst. 

I hope this does not “escalate” also, and perhaps Mara could help with that.  Mara, since you have known this young man for some time, and obviously have the ability to see two sides to any story, perhaps you could remind him that, tone of this interaction aside, leashing one’s dog is not a matter of opinion.  It’s the law and, as has been pointed out, for very good reason.

Hi Neighbors,
The Board of Directors (BOD) of the Friends of San Jacinto Mountain County Parks (“the Friends”) met with County Park Rangers. Anthony Miller and Margie Valdez on Friday morning. The County changed the agreement between the Campground and the Friends last year and, effective January 2018, Friends membership does NOT provide free daily access to the park.
However, everyone agrees that this should be changed. And we are working together to establish the business case that will support transit access (walking) through the Idyllwild County Park for Friends members. 
Please understand that Anthony Miller (currently the Ranger in charge of the campground) was not in his current position when the rules were changed. And I was not on the BOD of the Friends at that time. And, I want to make sure that the information that I share with you is completely accurate. Therefore, I’m going to work with Anthony and the current and past Presidents of the Friends to provide a short history of how this occurred and to share the ideas we’re floating to resolve this issue. 
For now I suggest that we all recognize that Anthony and his staff are employees and do not have independent authority to change the rules. They do recognize the value that we bring by walking through the park. 
I’m confident that this will get worked out. But, given that it is the County, it may take a few months. Please be patient.

Great information, Dawn–thank you so much for sharing this and for representing our concerns at your meeting!  Will be interested to see how this discussion progresses but regardless, I will continue my Friends membership in support of the Nature Center and other programs.  I’m sure as long as the county is willing to consider the position of Idyllwild residents, they will come up with a reasonable solution.  Please let us residents know if we need to provide any written support of this issue to anyone at the county level.

GOOD NEWS about access to Idyllwild County Park Campground
Membership in the Friends of San Jacinto Mountain County Parks (the “Friends”) once again includes access to the Idyllwild County Park Campground including parking and use of the picnic area. We are in a trial period that will be evaluated to determine if this is a win-win situation. 
In exchange, the “Friends” will provide financial donations and volunteer time. For example, the Friends may begin suppling dog waste station bags and be recognized with signage attached to the dispensers. We may also support the creation of signs posted along the meadow explaining the native American history, the ecological significance and the reason for the protected status. And we will ocassionally call for volunteer support to clean up after a snow play day or to clear space around the outside of the fire rings during fire season.
I have attached a scanned copy of the Friends membership application. Currently, there is not a level of membership for lodges and rental properties. If our trial period succeeds and continues, we will come up with a level of membership that allows membership cards to be used by visiting renters. 
As a reminder, membership includes free access to the Nature Center, a number of day-use passes that are good at all Riverside County Parks and, most importantly, it supports the educational events that occur at the Nature Center. 
I want to thank Anthony Miller, the head Ranger, for championing this trial period. Anthony has also volunteered to attend our monthly Friends Board of Directors meetings so that he can better understand and respond to the needs of the Nature Center facility as well as the mission of the Friends organization. I am personally very grateful for his quick attention to this matter.
Lastly, if you simply don’t want to purchase membership with the Friends and you don’t want to buy the annual pass to Idyllwild County Park, there is a third option. You can become an official volunteer of Riverside County. As a volunteer candidate, you’ll undergo a background check and once approved you’ll receive a badge that provides free day-use of all Riverside County Parks. Impressive that this moved as quickly as it did- and much appreciated, too, as this has been a longstanding source of friction amongst local residents and Idyllwild County Park.

A few questions about Friends of San Jacinto Mountains County Parks:

Where are the membership funds directed (i.e. projects, organizational costs)? Does FSJMCP have sole discretion over these funds, or does Riverside County Parks have any kind of control over them?

Is there an expectation that a local resident who becomes a member of FSJMCP will help participate in activities related to sites other than Idyllwild County Park?

How many people are current ‘Friends’ in FSJMCP?

What is the source of the historic resistance that RivCo Parks has had to residents doing simple dog walking in a Park that is immediately adjacent to their homes? Is it solely a funds generation issue for the Park, or has there been a problem with management of dogs (i.e. leashing, dog waste, etc.)?

Hi John,
I will research your questions and get back to you. I’m the secretary and rejoined the Board after a two year hiatus last December. A lot of changes occurred while I was gone so I want to make sure I’m giving you good information.
One thing I can answer for sure right now is that we have about 330 members and there is no obligation to volunteer once you become a member. We put out announcements requesting volunteers as needed but we don’t expect all members to be able to participate. 
Most of the events and associated support are for the Nature Center. Some trail maintenance is performed each year and yet it’s hard to define the boundary between the campground and the Nature Center. We learned recently that this relationship between the campground and the Nature Center is unique. Frankly I don’t think we fully realized they were completely separate entities until this year. So technically FSJMCP had not been providing monetary or volunteer support to the campground. This is what we will change.
We have provided some supplies to Hurkey Creek and our volunteers who work at the Nature Center encourage visitors to check out all 5 County parks on our mountain. 
I’ll share the mission and the information you requested about our operating expenses in the next week or so. We are pretty simple. No one is paid.

Our Treasurer, Brett Wehn, provided these answers to John’s questions about the “Friends” use of membership fees:
Our administrative expenses were roughly 28% of total expenses in 2017 (this was high due to additional accounting fees to correct some errors by our previous bookkeeper). Most of our expenses go to provide crafts, speakers, advertising, and entertainment for school groups and the seasonal events (Wildflower Show, Butterfly Daze, Labor Day, and Trail of the Acorn). We also make donations of supplies, equipment, merchandise, and improvements for the Nature Center. We provide food and drinks for volunteers at the events. These funds are allocated at the discretion of the FSJMCP Board. While our financial contributions are intended to benefit the Nature Center, the County does not have any control over FSJMCP funds.

Vehicle burglary, 4-10-18

Hello, all-

A resident on (lower) Lower Pine Crest experienced a vehicle break-in and burglary last night- items lost included a prescription pair of sunglasses, a tray of change, numerous gift cards for several retail stores, a bag from Sephora, a thumb drive of computer data, and other personal items.

The break-in occurred sometime between 10 pm, April 10 and 6 am, April 11. The car was in a carport- the doors were left closed after the break-in. There was no physical damage to the vehicle. As some of the stolen items are of no use to anyone (i.e. prescription sunglasses), it is likely many of the items could be abandoned somewhere nearby, or in a trashcan. If you happen to spot such items in the community, please reply to this thread.

This is the third such vehicle break-in over the last year along Pine Crest- they all have involved similar miscellaneous personal items. Keep those vehicles (and your home!) locked and secured….

The burglar attempted to start this vehicle by jamming a tool into the ignition switch, and disassembled the steering column in an effort to start the vehicle. The contents of the vehicle were strewn about, as the burglar searched the vehicle for other items.

A second resident (a few houses away) also reported a vehicle break-in last night, with vehicle damage and lost items. It appears the burglar was actively working this end of Pine Crest last night.

If you, or your neighbors experienced a similar break-in last night (vehicle or otherwise), experienced strange activity or noises last night, or observed any unusual activity or person, please post it here in this discussion thread.

Thanks for the heads up.  I’m a big fan of security cameras and signs stating they are in operation–they’re inexpensive and can alert you immediately to either motion or sound.  I use them on both my Idyllwild properties.  One is Nest, a hard-wired system, and the other is Blink, a wireless system.  A good add-on investment, in addition to securing vehicles and doors.

My neighbor who lives in the back car was ransacked. Don’t believe anything was taken, just some change. All his tools were in the back of the truck. No other vehicles on the property were touched.
